Strategic link between eastern production units and Annaba port aims to enhance logistics efficiency and strengthen non-hydrocarbon exports

Algeria Expands Rail Network to Boost Cement and Clinker Exports

Algeria is accelerating its export strategy by investing in rail infrastructure to connect key cement and clinker production units to the port of Annaba. The project, which entered its operational phase following a high-level meeting on March 12, 2026, aims to streamline logistics and position the country as a competitive supplier in regional and international markets.

The initiative will link four major production sites—located in eastern Algeria—to the Annaba port, creating a direct transport corridor for bulk exports. By prioritizing rail transport, authorities seek to reduce costs, increase shipment volumes, and shorten delivery times compared to traditional road transport.

The project also includes the development of dedicated port infrastructure, notably a specialized quay and an underground hopper system to facilitate faster loading and unloading operations. This setup is expected to ease congestion, improve handling efficiency, and ensure smoother export flows.

As Algeria continues to expand its cement and clinker production capacity beyond domestic demand, access to international markets has become essential. Clinker, a semi-finished product used in cement production, and finished cement are both key export commodities supporting the country’s diversification strategy.

By strengthening its logistics chain, Algeria aims to reduce its reliance on hydrocarbons and boost non-oil exports. The rail-based export system represents a critical step toward achieving this objective, reinforcing the country’s role as a reliable supplier across African, Arab, and European markets.
