Leaders stress defense cooperation through “Coalition of the Willing”
French President Emmanuel Macron met with Volodymyr Zelenskyy during an informal European Council gathering in Cyprus, sending a clear message: Europe’s support for Ukraine remains strong.
Macron welcomed a major €90 billion loan package approved by the European Union, calling it a powerful sign of continued backing. Alongside financial aid, EU leaders also agreed on a 20th round of sanctions against Russia—aimed at increasing pressure on its economy and limiting its ability to continue the war.
He stressed that discussions also focused on strengthening defense cooperation and coordinating efforts among allied countries, often referred to as the “Coalition of the Willing.”
According to António Costa, the agreement became possible after Hungary dropped its earlier objections, allowing the EU to move forward with both the aid package and sanctions.
In simple terms, Europe is doubling down on its commitment to Ukraine—offering financial help, tightening pressure on Russia, and showing unity despite internal disagreements.
